The party participation rate uses governor votes as a proxy against July 31 active party registration. It excludes undervotes and voters without that contest.
Each contest is counted independently. Undervotes, overvotes, ballot eligibility, timing, and corrections create legitimate differences.
County canvassing, provisional and cured ballots, then state certification. Certified turnout is the authoritative final measure.
